There are two conversations you'll have with Leliana in Haven that will affect whether she is softened or hardened. The first time the Herald meets Leliana, she is praying to the Maker in her tent. For the first two dialogue choices, select anything. For the third dialogue choice, in order to soften her, select "My Sympathies.
The second time is when Leliana is talking about executing a traitor. To soften her, choose the option "Do you have to kill him? She'll resist the Herald at first, but eventually admit that killing the man isn't entirely necessary. Arriving at Skyhold is a momentous occasion, but it comes on the heels of the terrible loss. As the player does the rounds to check in with their companions, they'll eventually arrive in Leliana's tower.
You'll find her talking to Cullen, blaming herself for pulling her agents back at haven and insisting they could have done more if she hadn't. Do not blame her for what happened. Blame Corypheus at the first dialogue wheel, and reaffirm her choice at the second. Then, when you arrive at the third dialogue choice, select "Our men are not disposable. Love triangles can be pursued in the game to make things a bit spicier around camp. It is best to not engage in one to avoid the risk of upsetting the one you truly want. Depending on dialogue choices, the Warden can encourage Leliana to embrace her ruthless Bard lifestyle and Leliana's personality can become much more pragmatic , no longer objecting as vocally to the more morally grey choices her companions make.
Or the Warden can reaffirm her faith in the Maker and her new, more virtuous path. The result of which is that she remains unhardened. This happens regardless of what dialogue choices you make after that, even if you don't ask about her current romantic interests. Take care not to select this option if you only want to be friends. If Leliana was romanced by the Warden in Origins : Leliana will comment on them fondly, stating that they are "always in her thoughts" and are "her love".
